Carole Stoebe

As the founder of Red Team Consulting, Ms. Stoebe serves as Red Team’s President and Chief Operating Officer. In her 20+ year federal contracting career, she became one of the most successful capture/proposal professionals in the industry, with involvement in over $65 billion in contract wins. She provided direct leadership and strategy development on programs that have resulted in more than $7 billion in profitable revenue, and successfully managed some of the information technology industry’s highest profile contracts. Ms. Stoebe developed Red Team’s Proposal Development Methodology, which strives to clearly tailor proposal responses to specific RFP instructions and evaluation factors. In addition to managing the operations of Red Team Consulting, Ms. Stoebe serves as an Executive Consultant on capture and proposal efforts, provides guidance and assistance to Red Team consultants, conducts training and seminars on federal procurement related topics, and has been featured as a panelist for ACT/IAC events relating to government contracting. Ms. Stoebe graduated Magna Cum Laude from James Madison University with a B.A. in Political Science. In Carole’s free time she enjoys relaxing with her husband, son, and dog and hosting parties for friends and family.

Jeff Shen

Jeff Shen

Jeffrey Shen is Vice President and General Manager at Red Team Consulting bringing more than 18 years of proven leadership and functional expertise in federal contracting, corporate strategy, and business development. Since joining the company in 2006, Mr. Shen has been responsible for developing and delivering the company’s corporate growth strategy and ensuring successful delivery and profit and loss of all supported programs. His career in management and consulting include working with U.S. corporations and public sector clients in the areas of capture management, strategic planning, and acquisition planning. He has delivered business strategy and technology solutions to the U.S. Federal government and Fortune 500 companies worldwide on contracts totaling over $30 billion. He regularly works with senior government executives and acquisition officials and has been a featured speaker at various summits and conferences in the past on topics such as Acquisition Planning, Proposal and Capture Management, Contract Pricing, and E-business. Mr. Shen holds a B.S. in Management Information Systems from George Mason University. Jeff is originally from New Jersey and thinks Northern Virginia and Northern New Jersey (Exit 11) are nearly identical. His family disagrees!

Meghan Slipka

What gets you going in the morning?

What is your dream job?

Meghan Slipka

Meghan Slipka is Vice President at Red Team Consulting. She began her professional career working for a non-profit organization where she was responsible for managing research grants examining law enforcement best practices. Capitalizing on her knowledge and experience with the grant proposal process, she joined Red Team Consulting in 2011 where she honed her skills and has tailored them towards developing federal proposals. She has worked with over 30 clients providing proposal management, writing, pricing coordination, and guidance in response to solicitations ranging from the General Services Administration (GSA) to the Department of Homeland Security (DHS). She holds an M.A. in Psychology from Catholic University and a B.A. in Psychology from College of Wooster. Meghan has lived in DC for 10 years and enjoys checking out new restaurants and bars. That said, her Friday nights are usually spent at home catching up the latest television shows and making something interesting in the kitchen.

Eric Spillman

Favorite vacation spot?
North Cascades, Washington State.

Seeing birds out of my home office window.

Eric Spillman

Eric Spillman is the Director of Business Development at Red Team Consulting and has over 25 years of federal government, private industry, and consulting experience. He worked for the Department of Defense for over 13 years, specializing in environmental, facilities, and infrastructure issues. His work for private industry includes start-up and growth of new offices, leading large client delivery teams, and business development, capture, and proposals. As a consultant, Mr. Spillman provides small businesses with strategic business development, marketing and branding, and proposal management. Mr. Spillman holds a Bachelor of Science degree in Mechanical Engineering from the University of Maryland and is a current member of the Society of American Military Engineers (SAME). He enjoys volunteer work as well, including supporting the National Ocean Science Bowl, Chesapeake Region; Sherwood High School Warrior Club; and SAME Baltimore Annual Scholarship Golf Tournament. In his free time (what free time? I manage proposals for a living!) he enjoys birdwatching and boating, though his wife has forbidden him from buying another boat until the college bills are all paid off for their son, Tim.

Jenny Frazier

Mediterranean food.

Any place that provides a new adventure and good food.

A brisk walk with my dog and lemon water.

Jenny Frazier

Jenny Frazier is the Marketing Manager at Red Team Consulting. Her diverse background includes involvement in publishing, graphic design, journalism, and Federal contracting. Ms. Frazier’s knowledge and skills in these areas have enabled her to provide an effective, creative approach to supporting proposal efforts. She is highly organized, flexible, and works well under tight deadlines. Ms. Frazier has experience working with clients to develop and design branding and marketing materials. She also has experience supporting various activities through the proposal development process, including annotated outline development, kickoff meetings, color reviews, graphic conceptualization and development, desktop publishing, and production. Ms. Frazier has a positive, professional attitude, enabling her to work well with clients. She holds a B.A. in Journalism from University of Maryland and a certification in Graphic Design from the Corcoran College of Art and Design. In her spare time, Ms. Frazier enjoys cooking with her husband, seeing live music, and taking her greyhound, Herman, on adventures.

Rina Kim

Eating! I love trying out the wide variety of restaurants.

Any holiday during Spring or Summer.

Rina Kim

Rina Kim is the Operations Manager at Red Team Consulting. Over 3 years ago, she started as the Office Assistant and has worked her way up to Office Manager, then Operations Manager. She manages all of Red Team’s operations, including client management, consulting agreements, account management and handles Red Team’s AR and AP as well. Her proven skills has earned her a role in assisting the Business Development team as well. She works closely with the BD staff for new business opportunities, manages the company’s overall 1099 pool and supports the overall delivery of all of Red Team’s engagements. Ms. Kim holds a B.S. in Psychology and a minor in IT from George Mason University. Born and raised in VA, Rina enjoys spending quality time with her family and friends, playing poker and is a self-proclaimed foodie!

Meghan Quinn is the Sales & Marketing Associate at Red Team Consulting. Her professional experience spans across a wide range of business operations for Federal consulting services, including marketing, corporate communications, event management, proposal support, and strategy development. She possesses a detail-oriented and driven nature that has proven successful in driving results, specifically through increased brand recognition. Her positive and collaborative attitude allows her to work effectively with team members to accomplish any goal. She holds a B.A. in Communication, Public Relations, and Journalism from George Mason University. Meghan is a Northern Virginia native and currently resides in Arlington, Virginia, where in her free time she enjoys spending time outside hiking, paddle boarding, or checking out a nearby vineyard or restaurant.

Stefanie Miller

Stefanie Miller is a Senior Proposal Consultant at Red Team Consulting. She has more than 20 years professional experience in the federal government and government consulting. Ms. Miller started her career as an Active Duty Naval Officer, responsible for as many as 46 personnel, serving on two surface ships in San Diego. After transitioning from the Navy, Ms. Miller worked as Information Technology Project Manager for a major defense contractor, participating in proposals as part of her project management responsibilities. Increasingly, Ms. Miller took on more proposal management duties before leading the Proposal Center at a major systems integrator. She has provided proposal management services for both defense and civilian agencies, managing proposals ranging from $1 million to $2 billion. She is experienced in proposal planning, solution development and management; compliance review; writing and editing; and team building. As a Proposal Manager, she considers her role as Personality Manager as important as that of Proposal Manager. Ms. Miller holds a B.A. in Professional Writing from Carnegie Mellon University. As a Proposal Consultant with experience in defense and civilian sectors, Stefanie considers herself a terrific cocktail conversationalist able to talk an inch deep on hundreds of subjects.

Jacob George

Jacob George is a Senior Pricing Consultant at Red Team Consulting. He provides pricing, accounting and program management strategies for multi-million dollar US Federal Government procurements ranging from $5 million to $20 billion dollar contracts. Combined with his unique combination of cost accounting, solution architecture, customer delivery, and management skills, he is an expert in providing a wide variety of cost & price strategy and project management consulting services. He has captured over $75 billion in federal contracts and maintained a 90% win rate throughout his career. Jacob has successfully participated in multiple industries including IT infrastructure; design-build, combined arms support training/deployment, facility guard services, business process reengineering, air traffic management, naval construction/procurement, financial audit, health/human services and environmental engineering throughout the U.S. and worldwide. To complement his accounting and pricing strategy experience, he also possesses a large spectrum of complimentary experience in program performance architecture development, Earned Value Management, DCAA compliance/audit proficiency, and competitive analysis. When taking a break from cost & pricing, Jacob – a self-proclaimed foodie – likes to try something new from the culinary world, at least once a month.

Charlie Shafer

Charlie Shafer

Charlie Shafer is a Senior Consultant at Red Team Consulting and is one of the company’s most sought after resources. He brings nearly a decade of experience with proposal management and strategy, including supporting some of industry’s largest RFPs. Charlie has supported proposal efforts of all sizes and types, from highly structured, large ID/IQ responses and single award programs, to quick task order responses with very limited proposal support. Charlie has led proposal teams in excess of twenty that have won multi-billion dollar technology contracts. He has valuable procurement experience with a wide variety of DOD (Army, Navy, Air Force, Marines, and DOD components) and civilian entities. He brings a unique skill set by applying an understanding of the government evaluation process and the FAR to help clients optimize their win probability. Charlie holds a B.A. in English Language and Literature from the University of Virginia. When not working on federal contract opportunities, Charlie enjoys embarking on new adventures with his daughter, Rosa.

Gabriel Smith

Favorite activity in the DC area?
I enjoy going trail running around Lake Fairfax and checking out all the breweries in the area.

What is your favorite vacation spot?
I enjoy visiting Asheville, NC and Kure Beach, NC.

What is your dream job?
Be the Professor of Herbology at Hogwarts. Alas, my Hogwarts letter never came. Then again, I get to put my debate team skills to use every day. One could say I am already living the dream.

Gabriel Smith

Gabriel Smith is a Proposal Consultant at Red Team Consulting. She is an experienced proposal professional in nearly all facets of the proposal process including writing and editing proposal volumes, creating templates, scheduling, providing compliance matrices and outlines, developing personnel qualification matrices, performing desktop publishing, various coordination activities, and providing analysis for compliance. She earned her certification of completion in Writing Federal Proposals and Winning Executive Summaries from Shipley Associates. With over five years of experience in the industry, she has worked on proposals with award valuations ranging from $100K to $250M. Gabriel has worked on state and local proposals, federal proposals, and commercial proposals. Gabriel earned her Bachelor of Arts in English and Bachelor of Arts in Communication at George Mason University. Recently, she completed a Master of Science in Natural Resources and Policy at Virginia Tech. Gabriel enjoys paddle boarding, trail running, hiking with her dogs (Lola and Bowie), and cheering for her favorite hockey team (the Caps) at a craft brewery with her husband.

Bryan Hunter

Bryan Hunter

Bryan Hunter is a Senior Consultant at Red Team Consulting with more than 20 years of proposal development and contract capture success in public sector acquisitions. He has managed and supported capture/proposal efforts resulting in more than $25 billion of contracts for clients delivering a wide range of products, systems and services to federal (DoD/Civilian/DHS), state and local agencies. Mr. Hunter has extensive experience in the entire capture life-cycle, including: Proposal Management and Planning; Compliance Management; Writing and Editing; Solution Development; Proposal Strategy; Proposal Outline Development; Capture Planning and Execution; and Proposal/Color Team Review. Mr. Hunter is a former Naval Officer/Aviator with a B.S. from the U.S. Naval Academy and an MBA from James Madison University.

Greg Petrecca

Greg Petrecca is a Senior Proposal Consultant at Red Team Consulting with more than 16 years of experience winning and delivering critical business solutions as a Proposal Development Manager, Business Developer, and Technology Specialist. He is an expert at relating offerings to customer’s key business drivers and technical strategy. Mr. Petrecca has a proven ability to quickly assimilate new technologies and find ways to make immediate and measurable contributions. Trained in all aspects of business development by industry-leading Shipley Associates and possessing a certification from the Association of Proposal Management Professionals, he has worked on proposals with values ranging from $50k to $23B. As a Proposal Director, he oversaw a proposal organization that led to the doubling of the company’s revenue in less than 3 years. Greg holds a B.S. in Psychology from George Mason University. In his free time, Greg enjoys spending time with his family, cooking, and playing music.

Ray Capece

Ray Capece

Ray Capece is a Senior Proposal Consultant at Red Team Consulting. For more than 10 years, he has served as Proposal Manager, Volume Lead, and Writer for commercial and government proposals ranging to multi-billion-dollar ID/IQ contracts for numerous Federal agencies and departments. Previously, he was a Management Consultant and advisor to small businesses, developing business and financing plans and helping implement growth strategies. Earlier in his career, as CEO of a business-simulation software company, Mr. Capece facilitated process reengineering (BPR) engagements with Fortune 50 companies, including Boeing and British Telecom. Prior to that he co-founded a computer-chip business, today a $500M public company. Leveraging business development, financial management, and marketing skills developed as CEO/COO of public and private companies, Mr. Capece brings broad experience to proposals. He has also served as an industry analyst, and is an accomplished writer and editor. Mr. Capece holds a BSEE from Cornell University. Health is everything. Ray strives to prevent proposals’ interminable hours from taking their toll through healthy eating and exercise. His latest salvo: a stand-up desk!

Spence Ebeling

Spence Ebeling

Spence Ebeling is a Proposal Consultant at Red Team Consulting with more than 25 years of leadership experience in proposal development; program and project management; and logistics management/military construction. He has served as a Proposal Manager, Book Boss, Volume Lead, and Technical Writer on proposals valued up to $11B, as well as a Quality Assurance Team Lead on a $10B Government support contract. A retired Marine Corps Officer, Spence has overseen development of a $650M personnel budget, directly managed more than $500M in military construction projects, and understands Government programs from a capture and operations perspective. Spence is PMP-certified, holds two Bachelor’s degrees, a Master’s degree from Florida State University, a Master’s degree from the University of Pennsylvania, and a Master’s degree from the Industrial College of the Armed Forces. He is originally from Chicago, IL, grew up in Tallahassee, FL, and now resides in Fredericksburg, VA. Spence enjoys spending leisure time with his wife and three kids, attending Florida State University sporting events and Chicago Blackhawks hockey games, and traveling throughout the U.S. and overseas.

Don Foley

I enjoy the food and atmosphere at Clydes Willow Creek Farm.

What gets you going in the morning?
Usually my dogs. But I often wake up in the middle of the night with a new idea on how to approach a complex visual problem. With a cup of coffee in hand I love diving right into working the solution.

A cottage in Southwest Harbor Maine and exploring and hiking nearby Acadia National Park.

Don Foley

Don Foley has over 30 years of experience creating infographics for the full spectrum of media, newspapers, magazines, television, and the web. As a Proposal Graphic Consultant for Red Team Consulting, Mr. Foley uses his vast experience to quickly tackle complex subjects and render clean, easy to understand proposal graphics. He provides a variety of expertise within proposal graphic support including the creation of process flows, complex infographics, and support of orals presentations. As a visual journalist, Mr. Foley has worked with publications such as National Geographic, WIRED, TIME Magazine, Sports Illustrated, The National Park Service, and NASA. Mr. Foley is a master of Photoshop, Illustrator, Lightwave 3D and After Effects. A former Art Director for Knight-Ridder News Service, Mr. Foley has written two books on 3D modeling and animation for Peachpit Press. He has also taught modeling and animation college classes at Northern Virginia. Born in Washington D.C., Mr. Foley holds a Bachelor’s degree in Art from the University of Florida. In his spare time Mr. Foley can be found sailing his 40’ Beneteau off the East Coast, or canoeing multi-day runs from the Shenandoah to the Suwannee Rivers. He also loves messing around with any of his nine 3D printers.

John Telford

Favorite meal or restaurant?
A cuban sandwich and a devil crab from Brocato’s in Tampa, FL.

What gets you going in the morning?
A good night’s sleep, but if that didn’t happen, our cat, Watson, screaming to be let outside.

Comic Con in San Diego, CA.

John Telford

John Telford is a Proposal Graphic Consultant at Red Team Consulting. He has served as a Graphic Artist, Designer, Presentation Editor, Project Team Leader, and Creative Director at various newspapers, magazines and advertising agencies for 20+ years. During that time, his work has appeared in projects for Time magazine, the National Geographic Society, The New York Times Company, McGraw-Hill, the Ford Motor Company, GlaxoSmithKline, America West Airlines (now part of American Airlines Group), Sprint, Chevron, Dannon and global ad agency titan Y&R. Mr. Telford is an expert in making complex ideas easy to understand through the use of information graphics, producing everything from highly detailed technical illustrations and cutaway drawings to process diagrams, maps and charts. He has been a key member of multiple proposal teams working on government contracts worth billions of dollars for clients including Northrop Grumman, EMCOR Group, IAP Worldwide Services, G4S and ITT Corporation. Mr. Telford has a Bachelor of Science in Advertising (magna cum laude) and a Minor in Art from the University of Florida, and an Associate’s degree in 3D modeling and animation from the Digital Animation and Visual Effects School at Universal Studios in Orlando, Florida. He resides in Orlando with his wife and an unruly cat.

Mal Stiefel

Favorite activity in the DC area?
Hard to say; I live in Massachusetts and come to DC only to work. My favorite activities in Massachusetts are watching Patriots games on TV and hearing the band play on July 4th in Concord, Mass.

What is your favorite holiday?
Thanksgiving.

What is your dream job?
The one I have right now at Red Team. I love the challenges of analyzing RFPs, and structuring, writing, and editing responsive proposals within deadline and page limit constraints as a member of a proposal team.

Mal Stiefel

Mal Stiefel is a Proposal Consultant at Red Team Consulting. He has helped government contractors write technical proposals, past performance, and resumes (more than 150 proposals, valued from less than $1 million to $50 billion), for civilian and military clients in the federal government. He has also served as an evaluator of technical proposals, supporting Source Selection Evaluation Boards in the U.S. Air Force. He has more than 40 years of systems and software engineering experience in military, government, and commercial applications, with expertise in requirements definition, testing, training, simulation, process improvement, quality assurance, configuration management, and project management, and he has developed and taught short courses related to software engineering in North America and Europe. He has written more than 150 articles in computer industry publications and journals, and is a member of the editorial board of the journal Software Quality Professional. He has earned Certified Software Quality Engineer status from the American Society for Quality, and COSMIC software sizing certification from the Common Software Measurement International Consortium. He has a BSEE, magna cum laude, from the Polytechnic Institute of Brooklyn (now the NYU Polytechnic School of Engineering). He and his wife have a very active family life, visiting with their children, and watching their grandchildren flourish.

Lori Kaufman

Favorite activity in the DC area?
I enjoy taking hikes along the C&O Canal.


What is your favorite holiday?

My favorite holiday is Memorial Day as it signals the beginning of my favorite season.

What is your dream job?
I have my dream job – working as a consultant, which allows me to continuously meet and work with new people and to stay up to date with the newest technology trends.

Lori Kaufman

Lori M. Kaufman, Ph.D., is an internationally recognized subject matter expert in the area of fault tolerant computing, including software safety and security. As one of Red Team’s Senior Proposal Consultants, she brings more than 20 years of IT experience and has supported the DOD and Intelligence Communities for more than 15 years. In addition, Dr. Kaufman has performed safety analyses for NASA, the Federal Railroad Administration, the FAA and several state, local and private rail and transit entities. Her career in engineering, business management and consulting has supported U.S. corporations and public sector clients in the areas of technical design and analyses, capture management, strategic planning, acquisition planning and program execution. To date, Dr. Kaufman has delivered a range of business strategy and technology solutions to the U.S. Federal government and Fortune 500 companies worldwide on contracts totaling over $40 billion. Dr. Kaufman has several publications in academic peer reviewed journals and conference proceedings, and has presented her research worldwide at various conferences. She has served as an editor for the IEEE Computer Society and served on the IEEE Reliability Society Advisory Committee. Dr. Kaufman holds a B.S., M.S., and Ph.D. in Electrical Engineering from the University of Virginia. Lori knew as a young child that she wanted to be an engineer like her father, and he and her mother encouraged her to follow her dream. It’s unusual to pick one’s career as a young child, but she did and has never regretted her choice.
