Carole Dunn
Carole Dunn serves as Red Team Consulting's President and Principal Consultant. Ms. Dunn brings over 15 years of federal contracting experience to the company. She has led proposal teams to capture over $2 billion worth of profitable federal contract awards, and has directly managed some of the information technology industry's highest profile Federal IT contracts.
Ms. Dunn is recognized as having expert-level knowledge of federal contracting regulations, bid and proposal strategy development, and contract compliance methodologies. She also has extensive knowledge of performance based contracting and has successfully applied this knowledge to programs both pre-award and post-award. She also conducts training classes and seminars on the topic.
Ms. Dunn holds a B.A. in Political Science from James Madison University. She is a member of the Northern Virginia Technology Council (NVTC), Women in Technology, and the Industry Advisory Council (IAC).
Jeff Shen
As Vice President, Business Development, Mr. Shen oversees all of Red Team Consulting's sales, marketing, business development, and partnerships. He reports directly to Carole Dunn, Red Team's President.
Mr. Shen's distinguished career in sales, marketing, services delivery, and product solutions spans information technology in both the public and private sectors. He recently acted as Vice President of Sales and Marketing for Eyak Technology, LLC where he grew the company from $30M in revenue to $80M within two years. Mr. Shen led the sales and corporate development efforts of the company, driving new practice areas and ensuring profitability for the company.
Prior to that, Mr. Shen managed sales and marketing teams for companies such as GTSI, CSC, and Xpedior where he built and strengthened partnerships, developed long term customer relationships, and managed technology teams aimed at increasing revenue.
Mr. Shen holds a B.S. in Management Information Systems from George Mason University. He is the current Program Chair for the Bethesda Chapter's Young AFCEANs, and he is also an active member of the Industry Advisory Council (IAC).
James Dunn
James Dunn is Red Team Consulting's Executive Consultant, and is a senior-level professional with 20 years of federal contracting experience. His areas of specialized expertise include all aspects of federal procurement regulations, small business contracting methodologies, federal sales procedures, international and intergovernmental contracting, capture management, and business operations planning.
Prior to joining Red Team, Mr. Dunn assisted with the start-up of a diversified 8(a)-certified contractor, and served as the company's Chief Operating Officer for nearly four years. Under his leadership, the company generated approximately $250 million in recognized revenue through federal contracts, with awards for additional long-term contract vehicles worth over $500 million. Mr. Dunn also served as Vice President of Business Development for a large federal information technology contractor, where he was responsible for capturing over $3 billion of awarded contracts.
Mr. Dunn is an active member of numerous industry organizations including the Armed Forces Communications and Electronics Association (AFCEA), the Industry Advisory Council (IAC), and the Northern Virginia Technology Council (NVTC). Additionally, Mr. Dunn has taken a special interest in philanthropic activities throughout his career. He has organized, contributed to, and participated in countless fund-raising activities. Currently, he serves as a Board Member for NVTC's Equal Footing Foundation.
Jeremy Nusbaum
Jeremy Nusbaum serves as Red Team's Director of Consulting Services, having tremendous experience with bids and proposals as well as federal acquisition regulations. He is also responsible for identifying new business opportunities and leading training seminars.
In the past year alone, Mr. Nusbaum has evaluated, planned, and managed the capture of dozens of prime contract vehicles, including two GWAC contracts and a single award DOD-wide contract with a ceiling value of $485M. He is highly experienced in creating standard legal agreement templates and negotiating a variety of legal agreements. He has also conducted training seminars on the FAR, SBA regulations, and ANC-specific rules.
Mr. Nusbaum holds a BS in Commerce from the University of Virginia. He is an active member of the Industry Advisory Council (IAC) and the Bethesda Chapter's Young AFCEANs, and he is currently participating in the IAC Voyagers Program. Additionally, he is a member of the National Contract Management Association (NCMA) and the Northern Virginia Technology Council (NVTC).
Bryan Hunter
As Senior Consultant, Bryan Hunter brings to Red Team Consulting over 15 years of proposal development and contract capture success in public sector acquisition, with an emphasis on information technology projects.
He has managed or supported proposal efforts representing more than $3 billion in contract wins. Mr. Hunter's specific expertise includes proposal management and planning, capture plan development and execution, content development, and proposal review.
Mr. Hunter holds an M.B.A. from James Madison University and a B.S. in Management-Technology from the U.S. Naval Academy. He has also served seven years in the U.S. Navy.
Todd Whay
As Legal Counsel, Mr. Whay offers our clients counsel in all aspects of federal procurement process, including protecting intellectual property rights, obtaining and maintaining security clearances, negotiating prime and sub contracts, complying with contract terms and FAR clauses. He also offers services including drafting and reviewing software licenses, professional services agreements, reseller and distribution agreements, teaming agreements, consulting and non-disclosure agreements.
Throughout his career, Mr. Whay has provided legal review of RFPs/RFQs, counseled large federal contractors on interpreting FAR/DFARS clauses, negotiated protests and contract disputes, and reviewed teaming, joint venture, and NDA agreements.
Mr. Whay holds his law degree from The Catholic University of America and an M.B.A. from the University of Baltimore, where he graduated as a member of the Management Honor Society. He has also contributed to multiple publications.
