Red Team Announces Stephen Yuter as Director of Capture Strategy
Red Team Consulting is very pleased to announce that we have hired Stephen Yuter as the Director of Capture Strategy, effective July 11, 2016. In his new position, Mr. Yuter will be overseeing Red Team’s strategic capture projects and providing subject matter expertise on the government evaluation process for clients. He will lend his extensive experience and government perspective to assist clients effectively plan their capture and proposal projects to align with government processes and award decisions.
Mr. Yuter has over 15 years of experience in federal acquisition and contract management. Prior to joining Red Team, Mr. Yuter was the Director of Acquisition Management and Head of the Contracting Activity at the Department of Health & Human Services (HHS), Indian Health Service. During his tenure at HHS, Mr. Yuter managed the annual contract spend of more than $750M, executing nearly 24,000 contract actions in FY2015. Mr. Yuter’s additional acquisition leadership experience includes serving as the Deputy Assistant Chief Procurement Officer for Policy, Systems & Risk Management at the Department of Housing & Urban Development, Branch Chief for Strategic Acquisition at the HHS Program Support Center, and as a Team Lead/Senior Contracting Officer at both the Department of Agriculture and Department of Homeland Security. His roles and responsibilities across the civilian and defense sectors included providing leadership for contracting operations, acquisition policy, and workforce development, as well as being source selection authority on over $10B of contracts.

Mr. Yuter holds a B.S. in Marketing and Business Administration from Florida Atlantic
University, an M.S. in Management from the Florida Institute of Technology, and a Master’s Certificate in Government Contracting from the George Washington University School of Business. He serves on the National Contract Management Association (NCMA) Board of Directors and is an adjunct professor of contract management and procurement at the University of Virginia.
